General Rules

Rules and Guidelines for OTOW Facilities

(Applies to All OTOW Facilities)

The following Policies and Procedures apply to all residents and facilities unless stated otherwise.

General Conduct

Appropriate social behavior and respectful treatment of others is expected of all staff, residents and their guests while using any of the amenity facilities. In the event of violations of any of the rules outlined by the management company verbally or in writing or behavior deemed inappropriate by the Management is strictly prohibited and revocation of privileges of the use of amenity facilities by the resident(s) or their guest(s) may occur. Respect and general consideration by all residents for all other residents and all users of the community should be exercised at all times.

Violations of inappropriate social behavior and disrespect of others include but are not limited to the following:

  • Unprofessional conduct such as abusive language or disrespect to staff, volunteers, residents and/or their guests or abuse or defacing of property;
  • Unreasonable disturbance or physical abuse or threat of physical abuse or verbal abuse towards staff, volunteers, residents and/or their guests;
  • Bullying, annoying or harassing behavior toward staff, volunteers, residents and/or their guests.
  • Entering private property or being disrespectful to property owners.
  • Failure to follow facility rules and safety procedures.

Management has the authority to take the appropriate action based on the violation and may use the following guideline:

  1. First violation will result in a letter of reprimand.
  2. Second violation will result in 30 day loss of privileges.
  3. Third violation will result in termination of privileges.

Guidelines for Advertising of Resident Cruises

Club Travel may be advertised via poster that are made by the On Top of the World marketing department. All posters will be limited to the size of 5.5 x 8.5. All posters will be dated by the Recreation Department on the day that they are posted and they may remain up for a period of three months. These posters will be posted at the Recreation Center in the locked glass case.

Necessary Documentation for Bus Line Pickup within Community

Please be advised that any club/resident utilizing a bus line for pickup within On Top of the World Communities must have approval from Travel Toppers to utilize the Bus Pad + Parking Area located in the R.V. site and provide the following information to the Recreation Office at least two weeks prior to your trip. If the information below is not provided before the trip, the bus line will not be allowed to pickup within the community.

Please note: The R.V. site is the only approved area for club/resident travel parking + coach/Bus pick up.

Certificate of insurance naming On Top of the World Communities, Inc. and Sidney Colen & Associates, LTD as the certificate holder with the following clauses:

“Certificate holder is additional insured for the operations of the names insured.”

“On Top of the World Communities, Inc. their parent, subsidiary, related and affiliated companies and their respective officers, directors, agents and employees of said companies as Additional Insured. All policies are endorsed to provide that the carrier waives the right of subrogation against those named as Additional Insured. Thirty days notice of cancellation.”

The certificate is needed two weeks prior to the trip so that we may provide to our insurance company. Once the certificate has been provided for the bus line, it will suffice for each trip until the policy expires.

Community Bulletin Boards

The communities’ bulletin boards are located at the Post Offices within each community. The boards are in a locked glass enclosure. This board is updated by On Top of the World employees at the Recreation Office. We will post upcoming events, trips, and announcements for the local clubs and community information.

All announcements should be submitted to the Recreation Office no later than eight weeks prior to the event. Marketing will make the announcements on 4×6 cards and submit them to the Recreation Department for posting. Items for sale or solicitation will not be permitted on these bulletin boards.

Items for sale may be posted on the bulletin board located in the lobby of the Library. Non glass enclosed bulletin boards located at all post offices. The 3×5 card must be dated as all cards are removed after thirty days.

Garden Club Rules & Procedures

There are three gardens for use within the OTOW communities for use by residents. They are located in the following areas:

If interested in starting a garden you will need to contact the appropriate contact person who is listed in the OTOW Activities Directory which is located in the front of your OTOW Phone Directory and for the Avalon Garden please contact the Recreation Office.

90th Street Dog Park

The dog park located on 90th Street is provided for all residents and their companions and Indigo residents (with a Gateway of Services). The dog park is surrounded by chain link fence and divided into two sections; one side for smaller dogs and one side for larger dogs. Water is available in the park for your pet. Please be courteous and pick up after your pets. Trash cans are provided for you to dispose of your pet’s waste. Benches are provided under shade for seating and relaxing while your pets play during the ever so popular “Doggie Happy Hour”. The park is open from dawn to dusk.

Dog Park Rules

  1. Park is closed dusk to dawn
  2. Owners must clean up after their dog(s)
  3. No aggressive dogs allowed
  4. Owners are liable for their dog’s behavior
  5. Dogs must be leashed when outside fence
  6. All dogs must be accompanied by an adult
  7. Dogs must be under their owner’s control at all times
  8. No children without an adult
  9. Owners must fill any holes
  10. Introduce new dogs with caution
  11. On Top of the World, Inc. and affiliated entities assumes no liability for the use of the park. Use at your own risk!

The dog park will be closed on the last Friday of the month from 7:00 am to 11:00 am for spraying.

Pool Rules & Guidelines

Pool rules are for your benefit and safety.
Non-compliance of pool rules will result in loss of privileges. Thank you for your cooperation.

Recreation Center Pool

Aquacise classes meet M-W-F from 11:00 am to 12:00 pm, please be courteous and please use other end of pool. Open swimming to all residents from 12:00 p.m. – dusk. The  Recreation Center pool will be closed for cleaning the last Wednesday of the month.

Recreation Center Pool Rules

Hours: 8 a.m. to dusk

Swim at your own risk; no lifeguard on duty. 

  • No alcoholic beverages allowed on pool deck.
  • Facilities are for use by residents and guest(s) only.
  • Guest(s) under 15 years of age may use the pool from noon to dusk, and must be accompanied by parent or resident.
  • During weekends and holidays, there are no time restrictions for guests under the age of 15.
  • Diaper age children must wear swim diapers or Little Swimmers.
  • Remove any oils or lotions by showering before entering the pool.
  • No running, jumping or horseplay in or around the pool.
  • No throwing of objects or littering.
  • Food, drinks, glass containers, and pets must be kept outside of fenced pool area.
  • Water bottles are allowed as long as they are plastic, no coolers allowed.
  • No smoking in and around pool area including pool deck.
  • For your safety, please exit the pool during thunderstorms.
  • Water wings and noodles are allowed, but please no tubes, rafts or inflatables.
  • 911 emergency phone located on the veranda.
  • Diving is prohibited.
  • Bathing load capacity is 100.
  • Be safe, responsible, and considerate while using the pool.
  • Pool will be closed on the last Wednesday of the month for cleaning.

Arbor Fitness Center Pool

Arbor Fitness Center Pool Rules

Indoor Pool Hours: Mon. – Fri. 6 a.m. to 8:30 p.m.,

Sat. 7 a.m. to 8:30 p.m., Sun. 9 a.m. to 7 p.m.

Outdoor Pool Hours: Mon. – Sat. 7 a.m. to 8:30 p.m., Sun. 9 a.m. to 7 p.m.

Swim at your own risk; no lifeguard on duty.

  • No alcoholic beverages allowed on pool deck.
  • Pool use is for residents and adult guests only.
  • Children under the age of 15 are not permitted in pools or on pool deck areas.
  • Please refer to the Arbor Fitness Center indoor pool schedule for complete listing of hourly activities.
  • Remove any oils or lotions by showering before entering the pool or spa.
  • No running, jumping or horseplay in or around the pool.
  • No throwing of objects or littering.
  • Water bottles are allowed as long as they are plastic no coolers allowed.
  • No smoking in and around pool area including pool deck.
  • 911 emergency phone located outside the ladies bathroom wall.
  • For your safety, please exit the pool during thunderstorms.
  • Be safe, responsible, and considerate while using the pool.
  • Noodles are allowed, but please no tubes, rafts or inflatables..
  • Food, drinks, glass containers and pets are prohibited in pool and on pool deck.
  • Diving is prohibited.
  • Indoor pool bathing load is 75, the outdoor pool bathing load is 37 and the spa bathing load is 8.
  • The indoor pool will be closed for cleaning every Wednesday, from 10:30 to 12:30 pm.
  • The outdoor pool and spa will be closed for cleaning the first Wednesday of the month.

The Lodge at Candler Hills Pool

Hours: Monday thru Sunday 9:00 am – dusk

Pool rules are for your benefit and safety.

Non-compliance of pool rules will result in loss of privileges. Thank you for your cooperation.

  • Facilities are for use by Candler Hills residents and their guest(s) only, and resident I.D.’s are required.
  • Food, and beverages in approved containers,, and coolers, are allowed on the pool deck, but must be a minimum of 4 feet from the edge of the pool.
  • No glass containers or animals allowed in fenced pool area.
  • Guest(s) under 15 years of age may use the pool from 12 noon to dusk, and must be accompanied by parent or resident.
  • During weekends and holidays, there are no time restrictions for guests under the age of 15.
  • Swim wear only.
  • Diaper age children must wear leak proof swim wear.
  • Bathing load capacity is 125.
  • Do not use the pool if you are ill with diarrhea and for two weeks following.
  • Shower before entering pool.
  • Do not swallow the water, it is recirculated.
  • No running, jumping, diving or horseplay in or around the pool.
  • No throwing of objects or littering.
  • No tobacco products, smoking or e-cigarettes at this facility.
  • Water wings, noodles and infant flotation device are allowed, but please no tubes, rafts or inflatables.
  • Exit pool at first sign of a thunderstorm.
  • Be safe, responsible, and considerate while using the pool.
  • No abusive language, loud radio or excessive noise.
  • Pool will be closed on the last Wednesday of the month for cleaning.
  • Pool operator may close pool at any time due to unsafe conditions.
  • Pool will not open if the high temperature for the day is not expected to reach 60°.

Candler Hills Pool

Pool is open to all residents and guests from 9:00 a.m. to dusk. Guests under the age of 15 are permitted in the pool from 12:00 p.m. to dusk. During weekends and holidays, there are no time restrictions for guests under 15. The Candler pool & spa will be closed for cleaning the 2nd Wednesday of the month – stated in rules.

Candler Hills Spa Rules

Hours: 9 a.m. to dusk

Swim at your own risk; no lifeguard on duty.

  • Shower before entering.
  • Food, drinks, smoking, glass containers and pets are prohibited in spa and on deck.
  • Bathing load is 10 persons.
  • Children under the age of 12 must have adult supervision.
  • The spa will be closed for cleaning the second Wednesday of the month.

Indigo East Pool

Pool is open to all residents and guests from 9:00 a.m. to dusk. Guests under the age of 15 are permitted in the pool from 12:00 p.m. to dusk. During weekends and holidays, there are no time restrictions for guests under 15. The Indigo pool & spa will be closed for cleaning the 3rd Wednesday of the month.

Monday – Saturday: 8am to 8pm

Submission Form Procedures

The On Top of the World Communities accepts all legible submission forms from residents and employees only, however, On Top of the World reserves the right to remove any unapproved items placed on the bulletin boards.

Please ensure your information is correct, dated and signed. Please note if your submission form is not dated and signed it will not be valid. Please allow approximately three to four weeks for all submissions.

All announcements will run for one month prior to the date of the event or function, and will be removed the day following the event.

The locations of the Poster submission forms are located in the Recreation Center Office.

Submission Rules:

  1. Identify the “Club Name & Title of Event” by filling in the appropriate box.
  2. Be sure the day, date, time and the location are filled in and correct.
  3. If the event requires ticket sales, please state the date, place, time and cost of the tickets.
  4. Contact person and phone number is required on all submission forms.
  5. If entertainment will be provided list the person or group name.
  6. A brief description of the event is limited to ten words or less.
  7. Please check the appropriate box for adding or deleting a screen. This is required to inform the Recreation Center office of your type of submission. Return all submission forms to the Recreation Center office for approval. The white copy of your submission form will be forwarded to the Marketing Department for the web site by the Recreation Center Department. The yellow copy will be retained by the  Recreation Center Department.

Event Rules

Rules and Guidelines for Hosting an Event

(Applies to All OTOW Facilities)

The following Facility Policies and Procedures apply to all events held at On Top of the World facilities, however the terms and conditions of each contract may vary, and the specifics defined by your Facility Agreement supersede all other statements.

Facility Request Form

These forms can be found in the Recreation Center. Prior to utilizing any of the facilities at On Top of The World Communities, a Facility Request form must be filled out and approved by the recreation office. The white copy of the form will be retained by the Recreation Center Office and the yellow copy is provided to the resident and should be with the resident when utilizing the room/rooms at On Top of The World. Should a challenge be made by another over the use of the room/rooms, the resident will be able to demonstrate the right to use the facility through the approved yellow copy of the form.

With the increase in the demand for the use of rooms, reservation minimums do apply. Reserving rooms at any facility requires a minimum of 10 people to utilize the room in order to book it.

Room/rooms booked for events such as weddings, showers, birthday parties or anniversary parties may only be reserved for a resident or a resident’s immediate family which may include spouse, mother, father, children, stepchildren, grandchildren, brothers and sisters. Please note, no religious services are allowed within On Top of the World Communities, Inc. facilities.

Building Property

All building equipment and supplies assigned to a building are the property of said building and may not be moved to another building. This pertains to but is not limited to AV Equipment, tables, chairs and any other equipment or supplies that were purchased for the building.

Catering & Alcoholic Beverages

A Food Service Fee will be assessed when utilizing any of the community rooms when food is involved for any event, whether it is catered, potluck or brought in from take out locations such as Lee’s or Publix. The Food Service Fee will be applied as follows:

1-100 $50.00 $50.00 Refundable
101-200 $100.00 $100.00 Refundable
201+ $200.00 $200.00 Refundable

The fee may be fully refunded if rooms and facilities are left as described below.

  • Totally cleaned up – tables wiped, chairs replaced, no food or other trash on floor.
  • Garbage is bagged and placed in dumpster.
  • No spills, which would require additional clean up or carpet cleaning.

The fee will not apply to events catered by Friendship Catering, as they will be responsible for cleanup.

There are no BYOB events allowed at the Activity Center, Recreation Hobby Building, Recreation Center Ballroom, the Arbor Fitness Center, the Arbor Conference Center, and Circle Square Cultural Center. If you are requiring alcohol for your event please contact the On Top of the World Hospitality Division. No alcohol may be consumed unless purchased from license holder.

Cleanup

No items may be stored overnight without prior consent of the Recreation Center Office. Any non-approved items left after an event will be regarded as trash and removed. For areas left in disarray, a clean up fee may be assessed and billed to the resident responsible for the room reservation.

Delivery

Items for the event may not be delivered to any of the facilities prior to the contracted event date. The Recreation staff is prohibited from loading/unloading, moving, or conveying any deliveries, equipment, or decorations.

Equipment

Daytime Meetings: All facilities are limited to minimal meeting equipment. The resident should arrange all audiovisual equipment, as well as additional equipment rentals, that the Recreation Office does not provide. The resident’s contracted vendor or the resident must set up any additional equipment.

All Other Events: The Recreation Office does not provide any equipment for events.
